Separate from the archive above, and different in kind: not a set of documents we hold, but a record we keep of who runs this equipment, what they disclose, and what they do not.
A camera photographing every car that passes is the entry point, not the extent. What it produces is a searchable history of where vehicles have been — pooled across agency and state lines, and reachable by people who never installed a camera anywhere. What we document is who has reached into it, under what stated reason, and what the operators will and will not say about it afterwards.
They called it a theory.
Then they released the file.
We’re not here to tell you which theories are true. We’re here because the record shows how often the paperwork arrives decades after the denial — and when it does, somebody has to be able to read it.
